UI GENERAL LEDGER IMPLEMENTATION

Currently, the Unemployment Insurance "ledger" at the New York State Labor Department is a collection of records imbedded in legacy files along with other UI-related records. The goal is to extract these records into a commercial General Ledger facility (PeopleSoft) and to communicate with Services exposed on that facility to log transactions. The availability of PeopleSoft seems to be a prerequsiite for participation in this project, though that might not be the case if the architecture is generic enough to allow the substitution of any COTS accounting facility, or even a facility written in native code. The essential characteristic is that the ledger is (loosely) decoupled from other Services.

Build and deploy an Accounting System
for UI Employer and Claimants (Tax and
Benefits). PeopleSoft™ shall be used
as the base product. This system shall
replace a home-grown legacy general
ledger system which is implemented as
poorly integrated batch processes
running against non-normalized record
types in a flat file system.
