Conceptual Data Model for Unemployment Insurance

In the Unemployment Insurance Modernization Initiative, there is a category of projects which contains efforts which cross other projects and provide controls over implementation standards. The Conceputal Data Model project is one in this category.

The goal is to develop the comprehensive conceptual data model representing the Unemployment Insurance enterprise including both UI Tax and UI Benefits data. This Conceptual data model shall be used to derive future, project-specific UI Logical data models and UI Physical data models. The UI Conceptual Data Model shall include all data supporting the following - UI Benefits Operations (including Claims, Adjudication, Benefit Payment) UI Tax Operations (including Registration, Rating, Returns Processing) UI Collections/Audit Operations. The initial data model shall not include data specific to functions of the Unemployment Insurance Advisory Board (UIAB) or the Division of Employment Services (DOES), although relationships to UIAB and DOES processes shall be included.

The conceptual data model is a complete picture of the data topology for Unemployment Insurance. The model is done at the outset, based on all available use cases and with an understanding of the current data structures in legacy databases. The conceptual model, however, is not bound to the structures in legacy databases. On the contrary, the assumption is made that legacy structures will be deprecated in favor of structures which better mirror the needs of business units, and which more fully conform to the highest level of normalization that is sustainable in the relational model being built for Unemployment Insurance.

The conceptual data model represents a complete Unemployment Insurance ontology. (see: http://en.wikipedia.org/wiki/Ontology_%28computer_science%29.) As work procedures on individual development projects, the conceptual data model provides a reference against which project-specific data models can be built. By beginning with a complete ontology, we establish a framework which guides formation of discrete relations, and assures that a parochial data model does not arise that is in conflict with the general plan.

Though the conceptual model is authoritative over individual project data models, it is not infallible. In the course of developing individual models of structures that will be used by individual Service implementations, it can arise that the local model is better informed of business object relationships (and, therefore, data relations). When this occurs, the conceptual model must be reconsidered and the conflict between the conceptual model and the local models resolved.

There is a problem with opening PDF and VSD files in the IE6 browser. A workaround is that after clicking on the PDF or VSD file, when you get the option to Open or Save the document, instead of clicking "Open," click "Save" and save it on your hard drive, and open it there. Mozilla Firefox and IE7 do not have the problem.
